How's this as a compromise? 25 Million Minimum payroll per team, 35 Million SALARY ONLY CAP with an improved salary arbitration system and much lower Entry Level system with limited bonus money. TO SATISFY THE NHLPA = establish a much better system for rewarding solid to exceptional performance OUTSIDE THE PAYROLL THRESHOLD. This would provide a starting point for negotiation. Remember the BONUS STRUCTURE CAN BE BARGAINED outside of the agreed upon 25-35 Million threshold. The bonus structure would be governed and subject to a luxury tax = dollar for dollar.

in short a base salary system like has been talked about alot here, i think it could work, but many here don't think the PA would even give it a chance, unless of course viewpoints have changed among those who shot down the idea before

If you tie payroll to salaries NHLPA says it's a cap and they say no way.
