Charpentier not on IR because???

I saw this in the Post's "Caps Insider" section today:

There is a sentiment within the organization to put Charpentier on injured reserve given the uncertain status of his hip condition and the fact he has not played in a game since Oct. 23, but sources said ownership is unwilling to do so and recall another player for financial reasons, a trend this season.

Huh? They have 3 goalies up right now with Stana, Olie and Charpy. You put Charpy on IR and you have 2... the minimum needed. Why the hell would they have to recall another player? Is there some rule that if any player goes on IR, the team have to recall someone whether they need him or not?

with the current group of injuried players, charpy, sutherby, gruden, and pettinger(ir) the caps are at their 23 player limit. the only reason to put charpy on IR is to make a roster spot available in order to recall a skater.
the caps do not have a healthy extra player right now. i am sure there are those that would like to see someone currently in portland get a couple of games with this current roster situation. the caps apparantly are unwilling to add another NHL salary at present.
