The USNTDP under 17 team plays in the NAHL - but then they do a lot of tournaments also. The under 18 team will fill the void for the under 17 team in the NAHL if there is a schedule conflict. They do sometimes have some problems in this league, mostly cause the size of the players - because of the age differences, however they are very competitive and normally makes the playoffs each year.
When a team in the NAHL play the Under 17 team - they do play by a couple of different rules, nothing major on the ice - they are allowed to dress more players than NAHL normally allows, The team that they play can opt to dress the equal players. In the years past, they usally dont have special teams, they just run the lines as they have them set. They use this league for not just the competion but mostly to get ready for the tournaments that they play.
They do have a section one USA hockeys website that really explains what they do.
I know when they play the teams down south here, we do get some nice turnouts for the games. (they dont come down enough in my opinon, the south division is probably the strongest division in the NAHL)

From the article link provided above:
In 1996 USA Hockey launched the National Team Development Program, or NTDP, which is based in Ann Arbor, Mich. The continuing goal of the program is to prepare student-athletes under the age of 18 for U.S. national team experiences, as well as success in their future hockey careers. Its efforts focus on high-caliber on-ice participation and on creating well-rounded individuals off the ice. Success is gauged, not by wins and losses, but by the development of skills and acquisition of experience versus older competitors.
