This numbers show popularity of hockey in Moscow and Moscow Region, there are 6 teams, but non of them mde this list(>5000 avg)

You have to take into consideration that a lot of the arena's don't hold more than 3,000 fans, which drops the average considerably. It's not that people aren't going (although that is a problem in some markets), it's just that even with full arena's they can't compete with the other leagues. Even Riga's respectable 7,500 is lower than it should be due to having to play a few home games in a 1,500 seat arena.

Maybe that's the problem. They have 6 teams in one region, which dilutes the fan base for all of them. With just two or three they could be near the top.

Plus 4/5 football teams in the same area, big area though, moscow 10,5 million people and the moscow region more then 6 million people so in totall 16/17 million people. Though i still agree, maybe one or two teams to many moscow teams in the khl if you look at it from that perspective.

Just in PL - there are 5 (not counting lower leagues) and last year there were 7 (Khimki - relegated, FC Moscow dispersed), in the KHL - 6 teams, and two in Vyshaya Liga that have pretty high following (Khimik and Krylya) plus many others. 4 basketball teams and bunch of other sports. It's been like that for ages, that everything of note in Russia goes to Moscow which spoiled moscovites (generally not liked by other Russians)

It should be noted that many of the KHL clubs announce estimated attendance figures after each game.

Yes, but the sentence I quoted is from this paragraph:
Russian KHL-club SKA St. Petersburg is biggest climber of the top clubs, advancing from position 18 to 6, thanks to their increase from last year’s 6,614 to 9,400 in the current season. It should be noted that many of the KHL clubs announce estimated attendance figures after each game.
After reading St. Petersburgs numbers, I would expect an explanation for this massive increase. And what is delivered? Ah, many KHL clubs only estimate - and quite generous it seems; no need to take that number serious. And that's also why Magnitogorsk (28), Chelyabinsk (33) and Nizhnekamsk (47) made it into the top 50 this time. This is the impression that wording gives me.
