KHL legalized fighting. Until this upcoming season fighting carries an automatic game misconduct penalty. Instigator penalty remains.

Well, Chesnokov (I guess due to the necessary short message on twitter) didn't mention that they did remove the automatic game misconduct, but they also hardened the disqualification process for fighters

It's the right thing to do, the DEL did something similar not too long ago as well. Even if you don't want to allow it outright, as much as a major penalty is considered allowing something, there really is no need for a 5+game for every fight.
A fair fight between two willing opponents is not something you need a game misconduct for. A player jumping an opponent, or pummeling someone who can't defend himself anymore, that's where you can think about such a penalty.
