</div>It's always a random sample. You're never going to hit a home run every time you hire someone. The HR person could've hired the wrong person that she thought was cream of the crop and that guy instead went somewhere else. Same reason some #1 draft picks are all-stars and others flop.<br />

				I prefer a system where you have a job description, and get fired only if you aren't performing the job satisfactorily. The only time relative ranking should matter is for layoffs, e.g. there's only enough work for 9 people. Then you're justified in laying off #10. Firing them &quot;just because&quot; is stupid.
