Couldnt the just make a salary cap amongst themselves. The NHLPA doesnt even have to know. Lets look at it this way. We accept the 24% roll back. Then the owners decide amongst themselves a salary cap of like 45 million or something. Despite the fact there would be little consequences if this cap was broken, wouldnt the owners (really wanted this league to work) follow it. By the next CBA the league can implement a formal cap, since by then the players wouldnt have much of a choice.

its called collusion. if that happened that players would win a giant lawsuit.
