I'd say you could call this something more substantial than just a rumor. The article notes that McPhee himself said that the offers went out.

McPhee said that all of the Caps' RFAs have been qualified, including Hamill and Marshall. The article may not have mentioned them since they're both projected to play in Hershey.

Is it worth it to have a 'Qualifying Offers' thread again this year and put all QO offers in that one thread, or not? I'm willing to make one if people think it will be useful. Let me know what y'all think?
