How about this for a proposal?
 
This is an idea. Have a 33 percent roll back for all existing contracts and have all free agent contracts salary needing 80 % approval on a vote by all 30 teams. This would guarantee new contracts to be in respect to league revenues. So their would be no bidding wars on UFA's. I think players would then get fair salaries depending on the state of the league economy at the time. You would see better balanced teams in a few years with more players staying on their respective teams.

1. Owners agree on nothing.
2. Conflict of interest, say a team wants a player then they constantly vote no for other offers.

You got a good point there. But what if we changed the all 30 teams to aprove that it would only need a 80 % perscent aproval only on the size of the salary.

Salary size control in my mind.

6 million max salary per player.
Team can take player to arbitration. (contract becomes 1yr and salary chosen by abritrator)
24% rollback, remaining players above 6 mill's salary reduced to 6mill.

That is something I would love to see as it would force players to play hard every game. I hate seeing players like Jagr and Yashin making a boatload of money just to slack off until they feel like playing.

also teams are less worried about signing Kipper to a high salary because if he was a one season wonder he'll get his 600k salary back .
