How much are the Yankees trying to lose?

I keep hearing the Yankees are trying to lose salary to under the threshold.

1) What is the tax threshold?

2) Is this a rumor or fact?

Yankees want to be under $189MM of payroll for the 2014 season. Big luxury tax penalties kick in for repeat offenders that year, but if they stay below it for that year, it all resets. It's been talked about for around a year now and I think it's pretty clear by their actions this offseason they're taking it seriously.

Commitments for 2014: Alex Rodriguez, CC, Teixiera. Jeter has an eight million dollar player option. Total commitment is like $75MM.
Gardner and Robertson will be in their final year of arbitration, Pineda, Nova, and Nunez are the other significant assets they will have control over plus the current minor leaguers.
Essentially they have $114 million to settle arbitration with those guys, fill the hole at catcher, right field, and replace or resign Cano, Granderson, and sixty percent of the current starting rotation. I can't see how the 2014 team is a playoff contender without Cashman pulling a few rabbits out of a hat in the trade market or just a really good run from the farm system the next year. I expect zero sympathy on this from every other fan base.
