What off-ice exercise should I do to build up my legs?

lots of squats, deadlifts and lunges. Leg press if you have it. these are the strength moves that build muscle and power. Once you've put on some muscle slowly start incorporating some plyometric exercises to get that explosive speed. lunges help with stability. Running stairs is good too and looks good in the movies, but all the stairs up here are buried in 2 meters of snow.

a word of caution, make sure you're doing the squats and deadlifts correctly, if you don't know what you're doing ask a trainer at the gym or find a good description. Basically keep your back straight...for squats, knees don't go past the toes. and get lots of rest too, that's just as important.
