Washington would drop Hedberg after this season - they just take him so no team needs to carry three goaltenders.

Why no trades - trades must be agreed and then approved by the NHL office. A Kolzig trade could get really complex - the Sens might want to front end load his contract so that he gets paid $12M this year (!) but only $3M for each of the next two season -> this allows the Sens to pay $7M this year before any CBA cap happens, and provides for a reasonable contract the next two seasons. They may also want the Caps to pay some of that $7M bonus (or early payout), which gets even more complex.
