I heard this on the radio this morning, only the radio report added an important bit I haven't seen mentioned yet (and isn't in the linked article): anyone wearing a Leafs jersey can buy their way out of the 'fine' by donating a food item to the Ottawa Food Bank.

It takes a bit of planning if you want to drink etc. because a cab to the east end would cost a fortune. In that sense yes, but if people really want to see the team they'll go see it. I think putting all the blame on the location is a cop-out, though.
There's free public transit for ticketholders (OC Transpo) to and from all the major bus stops in the city, including South Keys and Place D'Orleans.

If the arena were downtown people would cite a lack of parking, or parking in an unsafe location, as a reason for staying away.
