Lace Bite?

I've never actually used the term but I'm assuming this is what it is. I've had a new pair of inline skates for a little over 3 months now maybe closer to 4. I'm getting a bump on what I thought was just one foot but now appear to be both, in the same place. The left one hurt like all hell a few games ago.

Does this mean my skates are too small? The bumps/bruises if you will are on the top of my foot, and are very noticeable, even through socks. I went a size 7 RBK when I couldnt decide between 7 and 7.5 since you can always make a skate bigger. Do I need to have a portion of the skate punched out if it's too small? Can you even punch out the tongue?

P.S. I'm looking at new Ice skates which is why I ask so many...that and it just started hurting like hell. Also, this is the first time the bumps have shown up since I got the skates.
