Powerplay strategy can depend a lot on how your opponents kill in their own zone. When I played minor hockey, a lot of teams used a small passive box to defend, and our strategy was to try to stretch the box and open up passing lanes through it by being patient on the outside perimeter and drawing a PKer out to the puck carrier. That basically set us up for a 4-on-3 for a few seconds and gave us lot of one-timers from close range, which resulted in a lot of powerplay goals.
