Riddle me this...

Can someone please clarify this for me? I thought for sure that the NHL roster size was set at 23 in the rule books; thus, giving a team the right to dress 20 players for each game. How come we have been keeping 24 on our roster for the last few weeks. Granted, once York came off of the IR, they sent Hutchinson down to Milwaukee, but look at last night for example. They scratched Stevenson, Arkhipov, Hamhuis, and Allison (4 scratches) while dressing 20 other skaters. Anyone have any clue to how David Poile is magically pulling the wool over the NHL's eyes?
