1st round picks that are not tendered contracts go back into the draft. The team that originally signed him (and subsequently did not tender him) is awarded a compensation pick by the league. The pick is a 2nd round pick in the same position the player was originally drafted. CBA 8.3(b). This is only applicable to first round choices.

In Steckel's case, he was picked #30 in the first round so the compensation would be pick #30 in the 2nd round.
