No, it doesn't include shootout goals. If you tally the game-by-game counts which don't include SO goals, it ends up the same, if I remember well.

Anyway, if we look at the Goals-Per-Game average, Montreal IS first in the league. Ottawa is shown with the same average, but anyone good in maths knows that 217 in 68 is better than 219 in 69 :
