That's true after he's already picked up one top-3 pick. But looking at it from the perspective of what are the odds of getting two top-3 picks I believe it should be (3/28)*(3/32).

Sort of like the odds of getting three consecutive heads on three coin-flips is (1/2)*(1/2)*(1/2) or 1/8.
