what the pick is based on is how much calle was paid. toronto signed him for what would have been a full year salary of over 4 million dollars - they prorated it to the amount of the season he played. now since he signed that large of a contract that was what the 2nd round pick from the nhl is based on. here is a link form the prospect board about the topic
