well that is just not possible.

this doesn't sound like a problem with Ottawa or with a salesperson. It was you who had the full ability to communicate in the situation yet you refused to do so until it suited you.
You have a right to shop wherever you wish but you don't have some charter protected right to be communicated with in the language of your choosing.
