Don't know much about patellar tendon injuries, but I do know that the patellar tendon is capable of healing itself (unlike many tendon/ligaments in the knee). They graft from the patellar tendon to replace ACLs in surgery and it (patellar) has shown to regrow itself. And I am pretty experienced at knee rehabbing (torn ACL, MCL, PCL, and both menisci over the past year in my left knee) without question the most effective, non-risk excercise for a bum knee is riding a stationary bike. Pretty much the only way you'd have a problem riding a bike with a knee injury is if torn cartilage was interfering with the mobility of the joint.

From there it's balance excercises to strengthen the stabilizing muscles. I personally use an Indo Board for that.
