I say it's the NHL by a mile, primarily because of the hockey culture whereby a penality in the first 5 minutes is not one in the 3rd period. A regular season penality is not one in the playoffs and so on. I think the primary blame is not the officials but the league itself...they should have consistant calls throughout the games like the NBA or NFL or MLB. In the NFL or NBA if you foul someone in the final minutes it's still a foul and it's part of the culture of the game...in the NHL there is a no hold barred mentality late in games, that's why games can last 4-5 OT's, the ice gets bad and the defending team can do whatever is necessary to prevent a goal.
