I don't care what the parameters of the question are because it is a flawed premise in my opinion.

A team should always take a forward or defenseman that they feel will have the biggest impact down the road. Never draft to fill perceived needs because 5 years later your appraisal of those needs could end up dead wrong.

I would never, ever take a goalie in the 1st round. Ever. Never. Ever. The exception might be if it were near the very end of the 1st round but I'd still probably pass on a goalie there.

If there is no impact player to be taken (in the GM's opinion) he should look to trade that pick.
