I guess that's just a populist theory that I don't subscribe to. Now granted, I think the upper management in Toronto is mixed up enough that they'll probably manage to mess things up there, perhaps almost perpetually. However, I don't think that's a generalizable situation. They don't
to buy out or deep-six good players or rebuild exclusively through the draft in order to be a top NHL franchise. There are many options at the disposal of teams these days. And picking 7th this year, they really ought to land a top-notch talent. That plus smarts in other areas would be fine, without any need for a scorched-earth style rebuild. But fortunately they've shown little aptitude for being capable of demonstrating the requisite smarts in any approach, be it a mixed bag or scorched earth. Tanking and rebuilding from the ground up with draft picks is only
painful and prone to epic failure when the smarts aren't there. Sneaking into 7th or 8th could seem like nirvana in comparison.
There are other ways to add players like UFA's, but you are not going to build a team just with UFA's especially when you are a bottom feeding team because you'll have to pay for UFA's as they usually have 5-6 teams after them.
Their organisation is one of the worst in terms of 25 and under talent in the NHL, until they fix that they are going nowhere.
