Teams are allowed to exceed cap by 10% during the off-season, so it is entirely possible for Rangers to sign Sundin + Jagr to incentive laden contracts on July 1st and count on the union to announce their intention no to re-open CBA.

However, since the deadline for the announcement is somewhere in May 2009, could someone give a good reason for union to announce their intentions well in advance, especially since most reports would indicate that Union is not unconditionally pleased with the CBA (although they are far from being dead set against extension either).

Of course, lack of bonuses might not meant that Rangers are screwed, it just means that they might not be able to make the moves they had originally planned to do.
