So far, the Stuart signing has been the best IMO. If you compare it to the other D-men signings as of late, he is a real bargain at 3.75 mio. $.
Brunette's, Tucker's and Hall's deals receive HMs.
Campbell and Redden are largely overpaid, but what makes this deals ridiculous is the length of their contracts.

Judging the individual team's perfromances, I have to say, that Edmonton's moves have impressed me the most so far, so I hope, the Oilers will sign Hossa to a multi-year-contract worth 9 mio. $/year later this day to ruin their record.
Minnesota did also pretty well with acquiring Brunette for a legit amount of money and adding another PP-specialist in Zidlicky to their blueline.
