Yes. The LTIR most certainly counts against the cap.

This also happened in Buffalo with Tim C. Lets say Buffalo was 300,000 under the cap ceiling. Connollys salary was for 3.3, so the Sabres were allowed to go over the cap by 3 million if they wanted to.

Although this also confuses things as Tim was healthy enough for the playoffs, but if he wanted to play the first round we had to bring him back for atleast one regular season game, which would have messed up trying to bring a big time trade deadline deal
