Simply because some teams will have a bigger budget than others. The Pittsburgh Penguins wouldn't have the same budget as the New York Rangers, so they wouldn't have the possibility to take home some decent players, because rich teams would pay a lot for players and don't care, like the Rangers did, and even "non-elite" players will have huge salaries, like it's the case today with the Holik's being paid astronomical sums. So the average salary for players would still be high, and the poorer teams wouldn't be able to keep players/sign good players, and they would die.
