It has to do with the fact that there's a greater demand for football tickets. And season tickets are a lot more financially reasonable because there are only 8 home games (and additional preseason games). That means there are more people who would be interested in season tickets. And football is more populare than hockey. Hence the long waiting lists for season tix.
