As for the deal, I wouldn't do it. Injuries are a big concern for Semin, and the last thing Carolina needs is more injury-prone players. Sutter's a better prospect than Neuvirth. So, the question is whether Fehr makes up for the injury-proneness of Semin and the difference in talent from Sutter to Neuvirth. IMO, he doesn't.

Where are people getting that Semin's injury prone? He had the one big injury last season, but he recovered by January or so and was back on a career pace (40 goals or close) down the stretch.
Neuvirth is probably being underrated here (he's easily got #1 potential) but he's coming off a really bad year and it might have damaged his confidence.
The Caps have no reason to make this move. Sutter doesn't really bring anything the organization needs, and Williams doesn't bring the goal scoring that Semin will. No reason to trade Semin now, not when he's cheap for what he'll bring and his value is probably lower now than it will be next season.
