It's nothing like a regular season game, but it's still a very affordable way to see a few of the top players from each team (you're not going to see every star, but chances are at least a few of Heatley, Spezza, Alfredsson, Vermette, and Phillips.) You can also see younger players battling it out for the last few spots (Korpikoski, Byers, Moore) or prospects who don't have a chance at making the team but still are getting games in for experience (Sanguinetti, Anisimov).
I've been to a preseason game at the Coliseum against the Rangers, and while it clearly wasn't as intense as a regular season game, it was still fun to watch. I wouldn't actively pursue preseason tickets, but if a friend had a spare and offered it to me I definitely go.
