I guess no one realized it was a joke, and a shot at the NHL's attempts to increase scoring.

They might as well not allow goalies to go down, defensemen play with no equipment, change minor penalties to 4 mins and majors to 20.

PP = expires on time, not on goal.
PK = you aren't allowed to ice it or its another penalty
PK team isn't allowed to move in their defensive zone.
Icing the puck = penalty for delay of game.
No offsides.
Hand passing is allowed.
Goalies aren't allowed to smother the puck....

How about, stop touching the rules, and focus on consistent penalty calling ALL year round (including play-offs as for some reason there is a different set of rules).
