Without question human nature cannot be regulated. So the shift I mentioned is purely ideologic. But the good news is that the players who have chosen not to go for the "killshot" will continue to demure and in this regard the intransigence of human nature is a good thing. I certainly don't have the answer. I'm just stuck on the question "what is the intent behind a head shot?"
