First, football rules the day. Second, Moscow region -St. Pete where the interest in hockey is generally low have 6 teams. That brings the numbers quite a bit. If you look at attendence in bigger regional centers (Yaroslavl, Omsk, Kazan, Ufa) - their houses are ususally at 80-100% capacity.
