the outdoor rinks here have treated 2x2's as well as 2x4's put up vertically and then have the plastic runners around the bottom (like the indoor rinks do) so the wood stays fairly protected. and if you're gonna do the whole cement base, i am incredibly jealous. whether or not you slope the cement like a poster stated should be pretty irrelevant because the amount of water you put down after playing on it should find its natural level and not have too many peaks and valleys provided the initial flooding was high enough.
if you decide not to use the 2x2 or 2x4's, you can go buy large sheets of baseboard and double up on it so that it's at least an inch thick and just cut them down to the size you feel you need for your boards.
