It does stop a team from grabbing a whole bunch of ringers the day of the game, etc. And with the roster lock, the ringer would take the place of the "normal" players.
Also the minimum requirement of game for a player to play in the playoffs is another way.
Yes i know this doesn't keep a ringer from being on a team full time, but it does stop the, "hey we're down 3 guys, I'll call up my buddy who plays for said college hockey team to fill in. He'll bring some of his teammates"
