during the regular season, if he proves to be good enough, Hitch will give him 15 minutes a game. not to mention with Handzus potentially gone for a while(bad bad rumor if true), one of Carter and Richards is probably going to see a LOT of ice-time at center.

but a guy that is going to be playing a two-way game at the NHL level can definitely develop in a fourth-line role, especially on the Flyers where his wings won't be complete wastes, Sharp and Somik would maybe be there with him and they have some nominal skill. he would get a fair amount of PK time, and Hitch does give guys a LOT of time when a 2-goal lead exists, note Joni last year that disappeared in close games last year, but was on the ice constantly otherwise.

Carter is being coined as much more of a pure scoring line player, not that Hitch isn't going to develop the otherside of the game, so it would make more sense to either move him to wing on the scoring line here or put him in the AHL to get those 20 min games and PP time...
