By that notion, if a team is unwilling to spend at least $35m, they should also loose a #1 draft pick. Further, if they are unwilling to spend $40, then they should loose a #2, and so on.
It is not fair to only take away draft picks from teams that are more than willing to spend $$$. The teams that are not willing to put any money into their payroll, should be anteing up draft picks as well. After all, what is good for the goose.....
