I think the biggest difference in what Hartnall does compared to other agitator-type players (i.e. Corey Perry) is that part of the time Hartnall gains nothing from his stupidity. Sure there are times where he gets under the other teams skin and maybe draws a penalty, or he gets away with a cheap shot that the refs miss and an opportunity is created. However, there were countless times where he does something stupid that wouldnt give the Flyers and advantage and then he goes and sits in the box for 2, 4 or sometimes 5+ mins. Ive seen him slash players not near the puck, run into goalies while not even making any attempt to avoid them, he has had many questionable hits, and well, his after the whistle antics speak for themselves. Combine a cheap player with an unintelligent mind and you have Scott Hartnell...
There isn't a shadow of a doubt that Hartnell borders on 'stupidity', because let's face it...he can be a real dumb ass. However, just because he suffers from brain farts, IMO, doesn't make him worthy of making the top 5 dirtiest players.
Pronger, Ott, Avery, Hollweg (honorable mention), Ruutu, Hartnell.
I don't think Hartnell belongs in that company, and I'm pretty unbiased.
