It's deceptive pat...the 25 million on the face of it sounds low, but that's 14 players at average of today's 1.8 million or 19 players at the average of 1.3 if you go with the league's numbers. If you reduce the roster size as I also suggested (23 down to 21) then you're looking at 7 players at worst that you're looking for full exemptions...and that's without taking into account the 10% per year reduction in salary you get on any player after their first year.

Also I exempt playoff bonuses of up to 10% of base salary per round which is something they don't get paid today.

As for lowballing...teams can do it today to players under 31...a similar system is in place here.
