So let me get this straight. Burke is ok with OS just not ones where they are "too high". So your argument is that Burke is fine with pointless OS like Gillis's last year? If an RFA sheet isn't "too high" what incentive is there for the former team to let the player go? Anytime you sign a FA, if you want them to actually play for you, you have to overpay.

More of Burke's highly malleable principles I suppose
