False. Straight from the Blueland Blog:

Qualifying offers are all one-year contracts so many players decline them in order to negotiate a multi-year deal, but by sending out the QO a team retains the rights to that player while they negotiate. QOs can include raises of 10, 5, or zero percent depending on a player’s salary.
