When the offers are for a $31m cap and the only differences are the penalties for it, that is not negoitiating either. Don't you think that there is something to the fact that pretty much anyone in hockey and us fans thinks that whatever the compromise will be eventually be, it WILL NOT be a $31m hard cap. But if Bettman refuses to budge off of it, how can one negotiate.
And I term a counter offer as just that. When one makes you an offer and it is not to your liking, you come back with a new one. Blindly refusing to counter ANYTHING that does not have the words $31m hard cap is hardly negotiating.
