I'm sure they would consider giving up one of the 2 yound defenceman in order to get a guy like Gagne who could soon be a first line C/LW in the NHL. Washington is very thin on forwards and Gagne is already close to being fully developed and still young so it would make sense to me if I was washington.
Caps have a number of first-line forward prospects (Ovechkin, Semin, Fehr), and many second-line prospects (e.g., Aulin, Klepis, Fleischman, Sykora, to name a few). In contrast, what they don't have is a lot of top-2 defensemen prospects. At the age of 20 or older they have only 2 - Morrisson and Eminger - and neither are sure-fire to be 1st or 2nd defenseman. So it would not make sense for the Caps to give up either to get a forward, even a high-quality one like Gagne, when they should be fine in that area with their own prospects in two years (although I realize that the original trade proposal involved a defenseman - Pitkanen - coming to the Caps).
