When my fantasy league first started we didn't have PIMs because we thought the same thing ("why reward someone for taking a penalty?") but I played in another league that had it and loved it so we've since adopted it.
It's interesting, it's like another way of looking at picking players instead of going purely by points. You might pass up a 50 point Lady Byng guy to go for the 20 point guy who can get you 100+ PIMs, depending on your situation.
