I would probably do it without hesitation, no reason for the Pens to do it really unless they can re-sign him to some miracle deal unless they are just looking for a rental to try and seize another cup... Even then, you would think they would just hold onto Staal. But this is pretty much the kind of deal it would take in my head for me to willingly be o.k. with losing Frolov. If they don't re-sign him, I want this kind of a return.
