I agree 100 percent! The length is a serious albatross!!!
That is why the only way I see this happening is:
A) L.A is a serious contender now and in the next 1-2 years.
B) They think that Horcoff can be the difference maker.
C) The Oil give up on this and probably the next 3 years.
