Pants do tend to be more protective, but that's not at all a hard rule.

I would just stick with pants if you're not sure. If you have the opportunity to try them on though, do that first.
Speaking of Cooperalls I just retired my elbow pads back in May or something like that. I used them since like 1990 or so and they held together well.
