From a Panther POV the value seems to fit, but it just wouldn't be solving the team's needs. If the Panthers lost Jokinen then they'd be in the very position the Oilers are at right now, searching for a proven #1 center that Jokinen is adequately filling for the Cats right now and for the future (Olli is only 26 yrs old).

Weiss is not 1st line center material yet and Horton hasn't played center in a loooong time (only in his first dozen or so games with the Panthers did he actually play center and it was only as a 3rd/4th line center, the rest of his games were all played at both LW and RW on the top 2 lines). Horton hasn't even played center in the AHL with San Antonio where that position is thin....the Rampage ironically even made a deal/loan with the Oilers/Roadrunners for center Joe Cullen to try to fill/fix that very need instead of using Nathan as a center, so that right there should explain that management is (presently) set on trying to develope Horton as a power-winger along with Anthony Stewart when he eventually joins the team.
